"not working" is nothing.  It's impossible to say something
having this "information".

Try this in rc.local:

 sh -x /path/to/rc.avpd >/tmp/avpd.startup 2>&1

and look to /tmp/avpd.startup file.  If you can't see the problem
yourself, post this file here.
