[rbldnsd] Announce: rbldnsd-0.95 release

The 0.95 release of rbldnsd, authoritative nameserver
for DNSBLs, is out.
Main difference between this 0.95 release and previously
announced 0.93 release (0.94 was out without announce)
is addition of a new dataset, named `combined', that acts
as a container for several other datasets (in one file),
to achieve easy maintenance of multi-subzone DNSBLs with
common base zone, such as relays.osirusoft.com, dnsbl.sorbs.net,
dnsbl.njabl.org and others. Details and examples are
available in the manpage.
In addition to this new dataset type, the following changes
has been made:
- dump (-d) option is implemented, to write all the zones
in master zone format to stdout. This may be useful to
convert easy to use data in rbldnsd format to format
sutable for BIND nameservers.
- zone order in command line is not important again
(rbldnsd will reorder zones if necessary to move
superzone after all it's subzones)
- comments after an entry in ip4set and dnset are now
officially supported, but only when comment character
is at start of entry's "value", not at the middle of
it. This allows to use default value and have comments
about an entry on the same line.
- semicolon (;) is another comment char, just like hash
character (#). Too many folks are BIND-centric and
tend to use ; instead of # to introduce comments.
- zone (re)loading errors and warnings now goes to stderr,
not to stdout (only at startup time and with -n, rbldnsd
does normal logging to syslog).
- Makefile portability tweaks, notable for Solaris.
