I forgot to mention: take a look at cbl.abuseat.org blocklist, about how
it's configured, for a live example (it's powered solely by rbldnsd).
There are exactly two files (available via rsync), one "extra" file with
some more-or-less constant stuff, and the data itself - a list of IP
addresses which are blocked.  Note where/how various records are placed
(e.g. *second* line in `list.txt' is a TTL line, "commented" in a way
so DJB's rbldns will ignore it but rblsnds will use it).  All the extra
stuff including SOA and NS records are in separate small file, this is
intentional: so one may download `list.txt' only and use it as a base
for e.g. stealth secondary or as a DNSBL inside their own domain (like
I do: dsbl-list.bl.corpit.ru is a local copy of list.dsbl.org).

Well, BIND does a good job.  But some specific tasks may be handled
better by a specific tool.
