There are step by step instructions for setting up a copy of NJABL via 
rbldnsd at http://njabl.org//rsync.html.  You can ignore the NJABL 
specific parts if you're just going to use it for your own DNSBL.

If you still can't get it working, maybe Michael can find some time for a 
little consulting work?
