[rbldnsd] dnset Not Rejecting

rlbdnsd log returned this during the dig:
1069698796 207.178.166.35 web40310.mail.yahoo.com A IN: REFUSED/0/41

sendmail is configured to query the rbl and seems to pick IP's out but
it's not getting returns on domains.
