[rbldnsd] TTLs and negative caching

We have a mix of BIND 8, BIND 9 and rbldnsd public name servers,
but all should think they're authoritative for all the zones.

We're in the process of trying to get them all migrated over
to rbldnsd, which should help.  :-)
