Of course there is the question as to why we cannot have 2 types of 
exclusion....

the normal !  exclusion where smaller always wins....
and, something new (eg: ~127/8) which is larger blocks which define 
'always exclude' ranges. (This would be useful where people want to 
specifically exclude their own netblocks from listings - particularly 
for mail systems where they treat blocklists as global and no exclusions 
(even local networks) - there are a few that do this....
