As far as I know, they still do not offer rsync access to the MAPS RBL+ zone.
I, too, would be interested if anyone has already written something to
convert that zone into an rbldnsd format.  Actually, just today I gave up
trying to find such a thing and planned on writing one...

I don't believe so.  In my case, it's no big deal.  I am running mine
on 127.0.0.2 on each of our MX mail servers.  I am then pointing BIND 8,
zone-by-zone, to rbldnsd where appropriate.  If you have BIND 9, you can
instead run rbldnsd on 127.0.0.1/5300 (any port other than 53).
