No, usually its done in reverse - you use say, BIND, and have bind
forward requests to the rbldnsd server when a client requests a lookup
in a DNSbl zone.  That is how all of the servers I setup which will be
serving DNS for mail servers are configured, as it makes sure they
only use their local mirrors rather then using one of the other public
mirrors globally.
