[rbldnsd] most graceful restart/reload of rbldnsd

Currently it checks (-c) every 30 mins, but occasionally it will be updated
more often. I know if I leave it alone for 30 minutes it will re-check and
reload new zones, and with the -f option it should keep answering queries
during any reload.

Will it act the same way if I sighup it? Or will that just re-check and
reload without forking a new process?

Send it a hangup signal, or use the "-c" option, just like the manpage
says.
