[rbldnsd] Cannot Generate Stats File

Try -s stats.  Without looking at the code, I'll guess the stats file is 
opened after the chroot, so you're telling it to write stats to 
/var/lib/rbldnsd/var/lib/rbldnsd/stats, and I suspect much of that path 
does not exist.
