Yes indeed, I misundrestood you.

But what you're asking is not supported.  You can't have an IP/TXT
records for the base zone itself, at least not in dnset or ipset or
other *set datasets.  This is a protection against mistakes, sort of.
You can, however, add generic dataset to the mix, and there you can
add A record for the base zone.
