Lack of content, lack of consist policy, lack of usefulness outside the 
creating organization, lack of stability, speed of updates/removals, 
short lifetimes.
Those are the big reasons.

There is a whole (incomplete) database of failed and broken RBL at 
techtheft.info along with a handful of usable ones.
