I'm assuming that you are talking about URI tests here.  Newer versions
of SpamAssassin do URI checks against some of the more abused 2 TLD and
3 TLD domains.  For a list of 2nd level and 3rd level domains that are
currently checked by SpamAssassin, Google: 20_aux_tlds.cf

As you can see, blogspot.com is included in the 2nd level domain list,
so in this case "someblog.blogspot.com" would be checked against the URIBLs.
