[rbldnsd] Announce: rbldnsd version 0.997a has been released.

Hello.

It seems like I can't avoid *a releases.  Here we have another one,
with tiny packaging fixes (notable the fix for the sed expression
to get version number from the NEWS file - it didn't work with *BSD
sed).  There are no code changes.

I also uploaded the final version to debian unstable, so it should
be available in the regular debian archives soon.
