[rbldnsd] RBLDNSD not playing nicely with bind

In the long run, it'd be nice to add DNSSEC to rbldnsd, but it would be a 
huge product to do so.  But if your rbldnsd server is a private one on 
your LAN, the chances of having any problem that DNSSEC would solve are 
negligible.
