Ah, a misunderstanding perhapse.
The setup is on different machines due to being on different networks, and due to the upstream topology (which can't be changed) the
rbldnsd machine is on a randomly rotating IP.
The only consistent access the bind machine has is the DNS name which is not loked by the below example.
