Yes.  Otherwise, how will anyone know who to ask for *.bl.64r.net?

The instructionf for NJABL may show you what you did wrong...just
substitute your zone for the dnsbl.njabl.org zone.

Commandline config is available in the above URL.  The simplest useful
ip4set would likely be something like:

:3:Dynamic/Residential IP range listed by NJABL dynablock - http://njabl.org/dynablock.html
127.0.0.3       For testing purposes only - 127.0.0.3 block record

Using that, you should be able to look up
3.0.0.127.whatever.you.call.this.zone, ang get an A record of 127.0.0.3
(the :3 from line 1), as well as the txt record from line 1.
