Thinking like this makes me lean towards the "don't bother" side of my
recommendations. You're claiming to block a quarter of the theoretically
possible IPv4 space already, you're talking about address verification,
which has been pretty much disgraced as an "anti-spam" mechanism because
it merely shifts abuse from the recipient to (usually forged) third
party victims, and now you're talking like a martyr.
So, hey - go martyr yourself.
