strace reveals:
getcwd("/", 4095)                       = 2
chdir("") = -1 ENOENT (No such file or directory)
access("AVP.SET.unix", F_OK) = -1 ENOENT (No such file or directory)
access("/AVP.SET.unix", F_OK) = -1 ENOENT (No such file or directory)
access("AVP.SET.unix", F_OK) = -1 ENOENT (No such file or directory)
access("AVP.SET.unix", F_OK) = -1 ENOENT (No such file or directory)
write(1, "\10|\10/\10-\10\\\10|\10/\10-\10\\\10|\10/\10-\10\\\10"...,314) = 314

but AvpUnix.ini says:
[AVP32]
DefaultProfile=defUnix.prf

[Configuration]
KeysPath=/
KeyFile=AvpUnix.key
BasePath=/bases
SetFile=AVP.SET.unix

And:
[root@hauptpostamt avp]# ll bases/AVP.SET.unix
-rw-r--r--    1 root     root          415 Apr 16 13:00 bases/AVP.SET.unix
