[rbldnsd] Mail server don't check rbl server.

In case it's useful, there's an example of some BIND delegations
to rbldnsd in my rbldnsd with BIND under FreeBSD document at:

Note that there are several styles of setting up the networking
and doing the delegation.  Mine is just one style, and I'd be
interested in getting feedback or hearing of others.
