I once spoke with Matthew (the guy who runs blackholes.us) about how he 
developed the zone files. He said the data (acquired from registries and 
NICs) contain numerous errors. As a result he spen(t|ds) a lot of time 
to improve the accuracy.

Do make sure your reinvented data are accurate, otherwise you might 
block a legitimate netblock, or let through a spammer netblock.
