Side-note for those interested:
Obviously, I use and have been very impressed with SURBLs ease of
implementation into an overall anti-SPAM plan. However, there are still too
many RBLs out there either don't understand what an FP is or just don't
care.
In fact, Blackholes and Blars are the single most worthless RBLs I've seen
to date over the many years I've been studying this.
Blars list seems only step short of a protection racket and Blackholes
simply ends up being a list of ISPs. Originally it was a list of ISPs that
did not respond to abuse emails to the best of my understanding. Supposedly
he now maintains it as simply a list of networks which makes it pointless as
an RBL if you believe that. And if you read the notes about Verio and
implementation with SPFilter, etc. the intention to block using this zone is
obvious.
Heck, name a Tier 1 ISP that isn't on the blackholes list for the US and in
the real-world, blocking ISPs of the size he is suggesting is asking for
significant collateral damage.
I'm certainly not pro-SPAM but I think I'll release my new RBL to compete
with Blackholes. Seeing as 100% of SPAM comes from so-called Internet
Users, we will block all email from said users by implementing a block on
0.0.0.0 through 255.255.255.255. Hey look, 100% effective SPAM blocking
rate!
