That page still exists.  Does it not load for you?

It probably wouldn't have helped though since that page is really a step
by step guide for setting up a dnsbl server, and the extent of its rbldnsd
installation coverage is:

 Download/build/install the latest version of rbldnsd.  Check the Makefile
 before running make to see if you need to change anything in order to
 properly build it on your OS.

It kind of assumes that you're able to install the software on your own.
