This is a feature.

A while back, someone copied a data file to a dnsbl server, the 
connection dropped and the file was truncated. And they had no error 
checking.

So rbldnsd interpreted a lone '1' on a line by itself as being 
1.0.0.0/8. It was decided that this was rather undesirable behaviour :)
