How does sendmail know that dnsbl.niesc.k12.in.us is at 165.138.207.251?
In your nslookup, you specified the server to query for that answer. You
need to add a NS record in your dns servers pointing
dnsbl.niexc.k12.in.us to the name of the host at 165.138.207.251
