It means 'whitelisting'.  For instance,

80.83.35.0/28
!80.93.35.8/31

means that you are effectively blocking
80.83.35.{0,1,2,3,4,5,6,7,10,11,12,13,14,15}.

DUL lists often do so when somebody writes them swearing that their
IP is static :-)
